The Fillmore Center

The Fillmore Center is a large-scale, multi-building high-rise community located in the heart of San Francisco. The property required a full roof replacement across four 19-story buildings to protect the building envelope and extend the life of the asset. ECC Exteriors was selected to execute a complex, multi-scope roofing project in a dense urban environment while maintaining coordination with the property team and local agencies.

The Challenge

  • Four 19-story buildings requiring simultaneous coordination
  • Dense urban location with limited access and high pedestrian traffic
  • Street encroachment, closures, and traffic control required through the City of San Francisco
  • Material removal and installation at height requiring crane operations
  • Maintaining safety and efficiency across multiple buildings and crews

Scope of Work

  • Installation of new 3-ply CertainTeed SA Flintlastic Modified Bitumen system with granulated cap on flat roofs
  • Installation of new 24-gauge metal roof panels
  • Galvanized flashing and drain installation
  • Chimney repairs
  • Gutter replacement

The Solution

ECC Exteriors approached the project with a focus on safety, sequencing, and close coordination with city agencies. Crews phased the work across the four buildings so that multiple elevations could progress in parallel without compromising quality or jobsite control.

Coordination and Execution

ECC Exteriors coordinated closely with the property team and the City of San Francisco to secure all necessary permits, manage street encroachment, and implement traffic control measures.

Cranes were utilized to remove existing roofing materials and stage new materials at elevation. Each building required two dedicated crane operators to safely and efficiently execute the work.

Careful planning and coordination allowed multiple buildings to progress simultaneously while maintaining strict safety standards and minimizing disruption in a high-traffic urban environment.

The Results

  • Successful completion of a large-scale roof replacement across four high-rise buildings
  • Improved long-term performance and protection of the building envelope
  • Efficient execution in a highly constrained urban setting
  • Seamless coordination with city requirements, property management, and on-site operations
